<p class="wp-block-paragraph">I have been building out a series of IIBE Framework papers looking at how the European Union through its European Innovation Council (EIC), a major EU initiative supporting deep-tech startups and research, can move its new scaling mandate underpinned by deploying a recently announced Euro 5 Billion fund.</p>



<p class="wp-block-paragraph"><em>The EIC is the right institution for this. Not because it is the only EU institution with a scaling mandate, but because it is the only institution that already operates above the national interest level, already has portfolio-level visibility across node types, and is already at the moment — the first Scaleup Europe Fund investment tranche — when integrating this governance architecture is most effective. The extension of EIC’s remit from financing scale to governing the ecosystem conditions for scale is not a departure from its mandate. It is the logical completion of it.</em></p>



<p class="wp-block-paragraph">I worked through four documents looking at a combination of ideas that look to challenge political geography and optimize functional architecture. We should look for imaginative ways for true ecosystems of capital, intelligence, connections and resources can flow freely to the points where that expertise is the strongest across Europe.  We need to think beyond boundaries into optimized performance. Can we think differently across Europe when it comes to innovation, make our institutional flows stronger?</p>

<p class="wp-block-paragraph"><strong>My first document</strong> looked at a different way to overcome the existing country or entity (allocation and rigidity issue) for a higher level of optimizing the system. Not who gets allocated at country level the central funds. As the EU has a default unit of analysis on country they inhibit how ecosystems can generate and compound value. </p>

<p class="wp-block-paragraph"><strong>The right unit is the node</strong>, a structured unit defined by its function. Where a country asks “<em>what do we produce?</em>”, a node asks “<strong><em>what structural function do we perform, and for whom?</em></strong>” The EU-27 as a Node System has real merit to explore. This paper argues that the European ecosystem’s scaling challenge is not primarily a funding challenge. It is a governance architecture challenge. The node map of Western Europe reveals an ecosystem with extraordinary latent capability. The concept of nodes as the architecture for Ecosystem across Europe offers European sovereign advantage. </p>

<p class="wp-block-paragraph"><em>What Europe has not built is the node architecture that converts those positions into compounding systemic advantage. The control points generate revenue and geopolitical relevance. They do not generate the self-reinforcing cycle of intelligence flow, governance adaptation, and systemic advantage that defines a genuinely intelligent integrated ecosystem.</em> My second document deals with control points.</p>



<p class="wp-block-paragraph"><strong>My second document</strong> was looking at genuine control points, those positions of structural irreplaceability in global technology and value chains. The issue is compounding. Control points are a specific position in a technology stack, standards architecture or infrastructure layer at which a single actor holds a capability that the rest of the system requires and cannot replicate easily or bypass. ASML is a good example. They are irreplaceable and offer system dependency. Europe holds irreplaceable leverage here and it is looking at these control points as greater compounding ones. These can scale faster and hold European sovereignty.</p>

<p class="wp-block-paragraph"><em>The control point generates revenue and employment but does not compound into broader systemic advantage, because the node architecture that would allow it to do so is absent. The control point is an isolated asset, not a system-level lever.This is the dominant European failure mode — and it is directly visible in the EIC’s existing portfolio.</em></p>



<p class="wp-block-paragraph"><em>Europe has invested — sometimes deliberately, often accidentally — in acquiring control points of genuine structural significance. ASML, Ericsson/Nokia, SAP, imec, Airbus, and the Brussels Effect regulatory architecture are not minor competitive advantages. They are positions of irreplaceable leverage in global value chains that the rest of the world’s technology system depends on</em>.</p>



<p class="wp-block-paragraph"><strong>My third document</strong> is shifting thinking from Capital Scale to Ecosystem Scale and the governance architecture for the EIC Scaleup Europe mandate. This looks at different scaling ambitions and their structural limits.The EIC’s 2026 trajectory is clear and significant. The Scaleup Europe Fund — with EQT appointed as fund manager and €2.5 billion already committed from the EIC and private LPs including Novo Holdings, Allianz, APG, and the Wallenberg family — represents Europe’s most concrete attempt to prevent foreign capital from acquiring its best technology before it scales. <em>That ambition is correct. But the architecture does not yet match it.</em></p>



<p class="wp-block-paragraph"><em>The EIC’s scaling mandate is the right ambition. But deploying €5 billion into companies that hold Europe’s most significant control points, <strong>without</strong> the node architecture to compound their leverage, produces larger isolated assets — not structural advantage. </em></p>



<p class="wp-block-paragraph"><strong>My fourth document is where this post is directed at</strong>&#8211; building a Fusion Readiness Assessment. I am suggesting when an idea is ready to scale, will it have scaling compound.</p>



<h3 class="wp-block-heading"><strong>Let me explain this Fusion Assessment in some detail.</strong></h3>



<h2 class="wp-block-heading"><strong>The Problem the EIC Has Not Yet Solved</strong>&#8211; <strong>Fusion</strong></h2>



<p class="wp-block-paragraph">The EIC funds ideas. It develops them, tests them, accelerates them. At each stage of its pipeline — Pathfinder, Transition, Accelerator — it applies criteria to determine whether an idea is ready to move forward. Those criteria are good ones: technology readiness, market validation, team quality, financial milestones.</p>



<p class="wp-block-paragraph">They assess the idea. They do not assess whether the ecosystem around the idea has reached the conditions under which scaling will compound rather than merely grow.</p>



<p class="wp-block-paragraph">That distinction is the problem the Scaleup Europe Fund is trying to solve with capital. More money, larger rounds, later stage. But capital deployed into an idea before its ecosystem has reached the decisive inflection point produces a larger, better-funded isolated asset — not a self-sustaining compounding system. The idea grows. It does not compound.</p>



<p class="wp-block-paragraph">The Fusion Readiness Assessment is the missing instrument. It sits alongside existing EIC criteria — not replacing them — and answers the question that those criteria cannot: has this idea and the ecosystem around it reached the point at which scale capital will compound?</p>

<h2 class="wp-block-heading"><strong>The Fusion Progression</strong> <strong>in Five Stages</strong></h2>



<p class="wp-block-paragraph">The Fusion Progression describes the natural journey of an idea moving through its ecosystem toward self-sustaining scale. It has five stages. Each stage has its own character, its own observable signals, and its own implication for how the EIC should position its support.</p>

<p class="wp-block-paragraph">At this stage the idea is still seeking — seeking connections, seeking capital, seeking partners, seeking market entry. But something has shifted. The direction of movement is beginning to reverse. Occasional inbound interest is appearing that was not created by the company. An industry actor has made contact without being approached. A potential partner has reached out. A researcher has cited the work.</p>



<p class="wp-block-paragraph">These are small signals. They are not yet structural. But they are the first indication that the idea has developed sufficient mass to begin attracting rather than only pushing. Gravitational Pull is the earliest Fusion precursor — the signal that the approach to the decisive inflection point has begun.</p>



<p class="wp-block-paragraph">At this stage the EIC’s role is to strengthen the idea’s mass: deepen the technology, sharpen the market position, begin building the ecosystem connections that will become the infrastructure of attraction. Node proximity matters here — an idea developing within or adjacent to a high-density node environment develops gravitational pull faster because the structural elements that enable attraction are already present around it.</p>

<p class="wp-block-paragraph">Attraction is Gravitational Pull becoming structural. The occasional inbound signal has become a pattern. Industry actors are orienting toward the idea across multiple dimensions simultaneously — commercial interest, partnership approaches, talent movement, capital positioning. The idea has become a reference point in its domain.</p>



<p class="wp-block-paragraph">The decisive test at this stage is whether the attraction is self-generating or EIC-dependent. If the inbound interest disappears when EIC support is withdrawn, it is not yet genuine Attraction — it is reflected light from the EIC’s own authority. Genuine Attraction continues and grows without the EIC’s active promotion. The idea is pulling under its own gravity.</p>



<p class="wp-block-paragraph">This is where the ecosystem compounding potential signals become readable. Are connections between actors around the idea multiplying rather than adding? Is the intelligence generated by the idea circulating through the ecosystem rather than staying within the company? Are control points in the proximity beginning to orient toward the idea as a domain of interest? These are the Form signals — the evidence that structure is beginning to coalesce around the idea’s gravitational field.</p>

<p class="wp-block-paragraph">Fusion is the decisive inflection point. It is not a company milestone. It is an ecosystem event — the moment at which the intelligence generated by the idea, the structural form that has coalesced around it, and the governance coherence of the surrounding ecosystem combine to produce something self-sustaining.</p>



<p class="wp-block-paragraph">Capital is now attracted rather than deployed. Adjacent actors activate without being connected. The policy environment is beginning to reflect and react to the idea as a new field of opportunity. The two hard validators — competitive response from incumbents and entanglement through ecosystem roots — are both becoming visible.</p>



<p class="wp-block-paragraph">The EIC’s role changes at Fusion. Before Fusion, the EIC is scaffolding — keeping the idea alive, building its connections, strengthening its ecosystem position. At Fusion, the EIC shifts to steering — directing the compounding that is now self-generating toward outcomes that serve European sovereign interests. This is the validated handover point for Scaleup Europe Fund investment.</p>

<p class="wp-block-paragraph">Post-Fusion, the idea’s ecosystem is in active compounding. New actors are entering without being recruited. Capital is arriving without being summoned. The rate of connection, capability accumulation, and intelligence generation is increasing rather than plateauing. Each new connection multiplies rather than merely adding.</p>



<p class="wp-block-paragraph">This is where Scaleup Europe Fund capital lands with maximum effect. Not creating momentum — the momentum already exists — but amplifying and directing it. The EIC’s role here is not to generate attraction but to ensure that the compounding is happening within European ecosystem infrastructure, deepening the entanglement that makes the idea unmovable.</p>

<p class="wp-block-paragraph">The final stage of the Fusion Progression is the clearest evidence that an idea has fully compounded into structural significance. New fields of opportunity are becoming visible — adjacent applications, derivative ideas, new markets, new domains — that were not conceivable at the idea’s outset. These are emerging not from within the original company but from the broader ecosystem that has grown around the idea.</p>



<p class="wp-block-paragraph">The idea has become infrastructure. It is being built upon. This is the point at which Pioneer-mode policy engagement becomes appropriate — not reacting to the idea but actively shaping the institutional architecture of the new field it has opened. And it is the point at which the EIC’s next investment generation is identified: the new ideas emerging from the field of opportunity this one has created.</p>



<h2 class="wp-block-heading">The Assessment in Practice</h2>



<p class="wp-block-paragraph">The Fusion Readiness Assessment is designed to be conducted as a structured conversation between an EIC programme manager and the founding team, informed by the programme manager’s own market and ecosystem intelligence. It is not a form to be completed or a box-ticking exercise. By offering a signal grading, this is a discipline for honest observation, not a mechanical scoring system.</p>



<p class="wp-block-paragraph">The output is a <strong>Fusion Readiness Signal Map: </strong>a simple visual representation of where the green, amber, and red signals sit across the three clusters and two Hard Validators. The map tells the programme manager, at a glance, where the idea is in its Fusion Progression and what the appropriate EIC response is.</p>

<h2 class="wp-block-heading">The Scale Delivery End Point</h2>



<p class="wp-block-paragraph">Everything in the Fusion Readiness Assessment is in service of one outcome: the idea reaches self-sustaining scale that delivers the impact it was funded to deliver. Not a larger portfolio company. Not a stronger EIC track record. Not a better-governed ecosystem as an end in itself.</p>



<p class="wp-block-paragraph"><strong>Delivered scale. In Europe. Compounding. The Fusion Progression describes the path.</strong></p>

<p class="wp-block-paragraph"><em>Scale attraction and ecosystem compounding potential are the conditions we must strive for. Fusion is the moment they combine. The Scaleup Europe Fund is the instrument. European sovereign advantage — built through entanglement, anchored through node and control point integration, compounding through the intelligence the ecosystem generates — is the end point</em>. <em><strong>This builds the Fusion State we need</strong></em></p>



<p class="wp-block-paragraph">We need to build intervention to accelerate the approach to Fusion. <li class="">ABB</li>



<li class="">Maersk</li>



<li class="">Johnson Controls</li>



<li class="">DHL</li>



<li class="">Allianz</li>



<li class="">Siemens Healthineers (not Siemens AG)</li>
</ul>



<h3 class="wp-block-heading"><strong>Firstly you gain the universal tension they all feel</strong></h3>



<p class="wp-block-paragraph">Firstly, it seems every company is caught in the same structural bind:</p>



<ul class="wp-block-list">
<li class="">Their <strong>value creation now depends on actors they don’t control</strong><br>(utilities, ports, regulators, integrators, OEMs, hospitals, carriers, developers, insurers, cities).</li>



<li class="">Their <strong>strategic bets require multi‑actor coordination</strong><br>(energy transition, digital grids, smart buildings, logistics visibility, embedded insurance, connected care).</li>



<li class="">Their <strong>existing operating model is built for bilateral relationships</strong>, not multi‑actor ecosystems.</li>



<li class="">Their <strong>platforms and digital initiatives have already shown the limits</strong> of “technology + partners.”</li>
</ul>



<p class="wp-block-paragraph">This is their shared pain point they all can elevate into a compelling need for Ecosystem change if they have the 1)ambition and desire and 2) the understanding of what it takes..</p>

<h3 class="wp-block-heading"><strong>The narrative that makes them recognize that Ecosystems are unavoidable</strong></h3>



<p class="wp-block-paragraph"><strong>“Your next decade of growth depends on actors you don’t own, don’t control, and can’t replace. That’s an ecosystem condition — and it requires an ecosystem architecture.”</strong></p>



<p class="wp-block-paragraph">This reframes ecosystems as:</p>



<ul class="wp-block-list">
<li class="">a <strong>structural reality</strong>, not a strategy choice</li>



<li class="">a <strong>capability gap</strong>, not a marketing theme</li>



<li class="">a <strong>board-level risk</strong>, not a digital initiative</li>



<li class="">a <strong>source of competitive advantage</strong>, not a partnership model</li>
</ul>



<p class="wp-block-paragraph">This is the rupture that is or will take place that should make the senior executives responsible (CEO down) lean in and take note</p>



<h3 class="wp-block-heading"><strong>Let me give three reasons ecosystems become a compelling investment</strong></h3>



<p class="wp-block-paragraph">These are universal across Hitachi Energy, ABB, Maersk, Johnson Controls, DHL, Allianz, Siemens Healthineers.</p>



<p class="wp-block-paragraph"><strong>1. Their strategic bets cannot scale without ecosystem coherence</strong></p>



<p class="wp-block-paragraph">Energy transition, smart buildings, logistics visibility, embedded insurance, connected care — all require multi‑actor alignment.</p>



<p class="wp-block-paragraph"><strong>If the ecosystem doesn’t work, the strategy doesn’t work.</strong></p>



<p class="wp-block-paragraph"><strong>2. Their existing ecosystem attempts have already shown the cracks</strong></p>



<p class="wp-block-paragraph">TradeLens, ABB Ability resets, OpenBlue repositioning, DHL platform consolidations, Allianz ecosystem pilots, HealthSuite fragmentation.</p>



<p class="wp-block-paragraph"><strong>They’ve already paid the price of missing architecture.</strong></p>



<p class="wp-block-paragraph"><strong>3. Their competitors are moving faster in ecosystem posture</strong></p>



<p class="wp-block-paragraph">Siemens AG’s Xcelerator is the clearest example — and for example Siemens Healthineers (partly owned by Siemens AG) is visibly behind.</p>



<p class="wp-block-paragraph"><strong>Ecosystem maturity is becoming a competitive differentiator.</strong> It is becoming a race that must be joined seriously. </p>



<h3 class="wp-block-heading"><strong>The message  that should stand out for ALL of them</strong></h3>



<p class="wp-block-paragraph"> <em> <strong>“You don’t have an ecosystem strategy problem — you have an ecosystem architecture problem&#8221;</strong></em><strong><br>Until you solve that, every platform, partnership, and digital initiative will stall.”</strong></p>



<p class="wp-block-paragraph"><strong>“You’re already ecosystem-dependent.<br>You’ve already tried ecosystem initiatives.<br>You’ve already felt the pain of incoherence.<br>The only thing you haven’t done is architect the ecosystem itself.”</strong></p>



<h2 class="wp-block-heading"><strong>So lets look at each of these seven major companies</strong></h2>



<p class="wp-block-paragraph">I am looking through the Intelligent Integated Business Ecosystem (IIBE) lens here</p>



<h3 class="wp-block-heading"><strong>* Hitachi Energy</strong></h3>



<p class="wp-block-paragraph">They are operating at the centre of one of the most complex systems on earth — grid modernisation, DER integration, and regulatory alignment. What I see across the sector is that the technical progress is strong, but the multi actor system around it isn’t keeping pace</p>



<p class="wp-block-paragraph"><strong>How they talk now</strong></p>



<ul class="wp-block-list">
<li class=""><strong>Mission / site:</strong> Energy transition, sustainable energy future, “advancing a sustainable energy future for all.”</li>



<li class=""><strong>Innovation tone:</strong> Grid automation, digital, HVDC, “smarter, stronger, greener” grids.</li>



<li class=""><strong>Ecosystem language:</strong> Strong implicit ecosystem: TSOs, DSOs, regulators, OEMs, renewables developers. Often framed as “collaboration,” “partnerships,” “co‑creation,” “integrated energy systems.”</li>
</ul>



<p class="wp-block-paragraph"><strong>The Issue</strong></p>



<p class="wp-block-paragraph">“Hitachi Energy is structurally dependent on grid and data ecosystems, has repeatedly reframed its digital platforms, and still treats ‘ecosystem’ as portfolio + partners rather than a designed architecture—exactly where IIBE provides the missing structural grammar.”</p>



<p class="wp-block-paragraph"><strong>The need</strong></p>



<p class="wp-block-paragraph">Hitachi Energy is already building the infrastructure of the transition. The next step is making the <em>ecosystem</em> itself intelligent and coherent. This needs explicit architecture for multi-actor grid and data ecosystems</p>



<h3 class="wp-block-heading">* <strong>ABB</strong></h3>



<p class="wp-block-paragraph">ABB is in a unique position: Electrification, Motion, Robotics, and partners all contribute to customer outcomes, but the system they operate in is becoming more interconnected and more demanding.</p>



<p class="wp-block-paragraph"><strong>How they talk now</strong></p>



<ul class="wp-block-list">
<li class=""><strong>Mission / site:</strong> Electrification, automation, robotics, “transforming industries,” “more sustainable and resource‑efficient future.”</li>



<li class=""><strong>Innovation tone:</strong> Digital solutions, ABB Ability, AI, automation, smart manufacturing.</li>



<li class=""><strong>Ecosystem language:</strong> “Partner ecosystems,” “integrated solutions,” “end‑to‑end,” “across the value chain.”</li>
</ul>



<p class="wp-block-paragraph"><strong>The Issue</strong></p>



<p class="wp-block-paragraph">ABB’s future depends on orchestrating automation, electrification, and building ecosystems, yet ABB Ability and related initiatives show narrative resets instead of architectural clarity; IIBE makes their cross-domain ecosystem condition operable</p>



<p class="wp-block-paragraph"><strong>The Need</strong></p>



<p class="wp-block-paragraph">Needs unifying ecosystem grammar across domains &amp; partners</p>



<h3 class="wp-block-heading">* <strong>Maersk</strong></h3>



<p class="wp-block-paragraph">Maersk has made bold moves toward integrated logistics, and the ambition is clear: end‑to‑end visibility and orchestration across a global network of actors. What I see across logistics ecosystems is that the technology is ready, but the system architecture — the way partners, data, and decisions align — is the real bottleneck.</p>



<p class="wp-block-paragraph"><strong>How they talk now</strong></p>



<ul class="wp-block-list">
<li class=""><strong>Mission / site:</strong> “End‑to‑end logistics integrator,” “connecting and simplifying global supply chains.”</li>



<li class=""><strong>Innovation tone:</strong> Digital platforms, visibility, integrated logistics, decarbonisation.</li>



<li class=""><strong>Ecosystem language:</strong> Strong: “integrator,” “end‑to‑end,” “global network,” “partners,” “platforms.”</li>
</ul>



<p class="wp-block-paragraph"><strong>The Issue</strong></p>



<p class="wp-block-paragraph">“Maersk has already lived through a flagship ecosystem failure with TradeLens, proving that technology and bilateral partnerships are insufficient; IIBE gives them the architectural lens they were missing when they designed that ecosystem.”</p>



<p class="wp-block-paragraph"><strong>The Need</strong></p>



<p class="wp-block-paragraph">Knows tech + partnerships aren’t enough; needs structural ecosystem design</p>



<h3 class="wp-block-heading">* <strong>Johnson Controls</strong></h3>



<p class="wp-block-paragraph">Smart buildings are no longer single‑vendor environments — they’re ecosystems of integrators, OEMs, platforms, and operators. The complexity is rising faster than the tools built to manage it.</p>



<p class="wp-block-paragraph"><strong>How they talk now</strong></p>



<ul class="wp-block-list">
<li class=""><strong>Mission / site:</strong> Smart, healthy, sustainable buildings.</li>



<li class=""><strong>Innovation tone:</strong> OpenBlue, smart buildings, digital twins, sustainability, decarbonisation.</li>



<li class=""><strong>Ecosystem language:</strong> “Partners,” “integrators,” “open platforms,” “building ecosystems.”</li>
</ul>



<p class="wp-block-paragraph"><strong>The Issue</strong></p>



<p class="wp-block-paragraph">Johnson Controls’ OpenBlue vision assumes an open smart-building ecosystem, but the underlying roles, flows, and governance remain implicit; IIBE turns that implicit ecosystem into an explicit, designable architecture.</p>



<p class="wp-block-paragraph"><strong>The Need</strong></p>



<p class="wp-block-paragraph">Needs architecture for roles, flows, and governance in built-environment ecosystems</p>



<h3 class="wp-block-heading">* <strong>DHL</strong></h3>



<p class="wp-block-paragraph">Global logistics is becoming more interconnected, more digital, and more dependent on partners you don’t control. What I see across the sector is that visibility and optimisation work well inside the organisation, but break down across the wider system.</p>



<p class="wp-block-paragraph"><strong>How they talk now</strong></p>



<ul class="wp-block-list">
<li class=""><strong>Mission / site:</strong> “Excellence. Simply delivered.” Global logistics, connecting people and improving lives.</li>



<li class=""><strong>Innovation tone:</strong> Digitalisation, data, AI, sustainability, e‑commerce, last‑mile, supply chain visibility.</li>



<li class=""><strong>Ecosystem language:</strong> “Networks,” “partners,” “collaboration,” “end‑to‑end supply chain.”</li>
</ul>



<p class="wp-block-paragraph"><strong>The Issue</strong></p>



<p class="wp-block-paragraph">DHL’s logistics platforms and visibility solutions depend on a dense ecosystem of carriers, shippers, and data partners, yet their initiatives are framed as products and platforms, not as a coherent ecosystem architecture—precisely the gap IIBE fills</p>



<p class="wp-block-paragraph"><strong>The Need</strong></p>



<p class="wp-block-paragraph">Needs ecosystem architecture beyond “platform + visibility”</p>



<h3 class="wp-block-heading">* <strong>Allianz</strong></h3>



<p class="wp-block-paragraph">Insurance is becoming deeply ecosystem‑driven — health, mobility, financial platforms, embedded services. The challenge isn’t the ambition; it’s the architecture behind risk, identity, and data across actors.</p>



<p class="wp-block-paragraph"><strong>How they talk now</strong></p>



<ul class="wp-block-list">
<li class=""><strong>Mission / site:</strong> Protecting futures, resilience, long‑term value.</li>



<li class=""><strong>Innovation tone:</strong> Digital insurance, platforms, ecosystems (health, mobility, financial), data, AI, risk insights.</li>



<li class=""><strong>Ecosystem language:</strong> Explicit: “ecosystems” in health, mobility, financial services; “platforms,” “partners,” “embedded insurance.”</li>
</ul>



<p class="wp-block-paragraph"><strong>The Issue</strong></p>

<p class="wp-block-paragraph">Siemens Healthineers is increasingly ecosystem-dependent in data-driven care and AI, but its ecosystem posture lags behind Siemens AG’s Xcelerator framing; IIBE gives Healthineers the architectural catch-up path to align its ecosystem condition with the group’s ambition. The Health Ecosystem is one of the most important to be connected up.</p>

<p class="wp-block-paragraph"><strong>The Architecture of Ecosystems — Do you recognize what it actually takes?</strong></p>



<p class="wp-block-paragraph">Many Business Ecosystems are not as well designed as they can be. Often, we are at <em>the problem recognition</em> level. Do we ever go beyond this to recognize the architectural specificity is missing and this is essential.</p>



<p class="wp-block-paragraph">Do you have a real sense of what that architecture actually consists of or why its categorically different from everything you have tried before?</p>



<p class="wp-block-paragraph">You now recognize the problem. The system is resisting you. The tools you built were designed for a different world. The structural layer never emerged.</p>



<p class="wp-block-paragraph">But recognition is not enough.</p>



<p class="wp-block-paragraph">The question every leader reaches at this point is the same: <em><strong>what would it actually mean to have an ecosystem architecture — and what does one consist of?</strong></em></p>



<p class="wp-block-paragraph">That question deserves a precise answer. Not a framework. Not a methodology. An architectural answer.</p>



<span id="more-51611"></span>



<p class="wp-block-paragraph"><strong>Ecosystem architecture has three requirements. Most </strong>organizations<strong> have none of them.</strong></p>



<p class="wp-block-paragraph"><strong>The first requirement is a structural design</strong> — an explicit blueprint of how actors, capabilities, and value creation roles relate across the system. Not a partner map. Not an org chart extended outward. A genuine structural design that shows how the system is supposed to move — where value is created, where it transfers, where it compounds, and where the current design is working against itself.</p>



<p class="wp-block-paragraph">Without this, every initiative is being launched into a system that has no blueprint. Leaders are renovating a building no one has ever drawn plans for. They find walls they didn&#8217;t expect, loadbearing structures they didn&#8217;t know existed, and spaces that can&#8217;t be connected no matter how good the individual rooms are.</p>



<p class="wp-block-paragraph"><strong>The second requirement is a shared ecosystem grammar</strong> — a common structural language that every actor in the system can work within. This is the requirement that surprises leaders most, because it explains something they have never been able to account for: why partners who are genuinely aligned at the relationship level still produce fragmented results at the system level.</p>



<p class="wp-block-paragraph">Alignment at the relationship level is not the same as alignment at the structural level. Two organizations can share strategy documents, sign partnership agreements, attend the same governance meetings — and still be operating with <strong>fundamentally different definitions of value, capability, and contribution</strong>. <em>They are speaking different structural dialects.</em> They can interact. <em>They cannot compose.</em></p>



<p class="wp-block-paragraph">A shared ecosystem grammar gives every actor a common way of defining roles, capabilities, incentives, and value creation. It is not a contract. It is not a standard. It is the architectural language that makes composition possible — the difference between components that coexist and components that fuse.</p>



<p class="wp-block-paragraph"><strong>The third requirement is a distributed intelligence layer</strong> — the capacity to sense, learn, and adapt across the whole system, not just within individual actors. Most organizations have invested heavily in data and AI capability. But that capability is concentrated inside the organization, or inside a single platform. It processes what that actor can see.</p>



<p class="wp-block-paragraph">An intelligence layer built at the ecosystem level sees differently. It detects signals that no single actor can detect alone. It identifies where the system is misaligning before that misalignment becomes a visible failure. It learns from the distributed experience of every actor simultaneously — and converts that learning into coordinated movement across the system.</p>



<p class="wp-block-paragraph">These three requirements &#8211; <strong>structural design, shared grammar, distributed </strong>intelligence &#8211;  are what turn an ecosystem from a collection of actors into a system that can compound value. Any they are categorically from anything that strategies, operating models, digital platforms, or partner programs were built to provide.</p>



<p class="wp-block-paragraph"><strong>What these three requirements actually give a leader</strong></p>

<p class="wp-block-paragraph">When structural design, shared grammar, and distributed intelligence are in place, something shifts in what a leader can actually do.</p>



<p class="wp-block-paragraph">They can see the system as a whole. They can understand where value is created and where it is lost. They can identify structural friction before it compounds into failure. They can align capabilities across actors rather than within them. They can shape how intelligence flows across the system. They can design how the system learns. And they can create the conditions where progress compounds rather than fragments.</p>



<p class="wp-block-paragraph">These are not improvements on what leaders currently have. They are capabilities that simply do not exist without explicit ecosystem architecture. The shift is from managing initiatives to designing the system those initiatives must live in.</p>



<p class="wp-block-paragraph"><strong>This is why the investment paradox exists.</strong></p>



<p class="wp-block-paragraph">Look across the industrial landscape — you name them and recognize most are included &#8211; Every organization has invested substantially in ecosystem capability. IoT platforms. Digital Twins. Data architecture. Partner networks. Innovation portfolios. You name them and you can spot clear investment in their individual ways, be that, Siemens AG, ABB, Hitachi, Honeywell, GE Vernova, Schneider Electric, Johnson Controls, Maersk, DHL, Siemens Healthineers, who ever.</p>



<p class="wp-block-paragraph"><a href="https://thinking4innovators.com/2026/04/24/siemens-an-iibe-evaluation-of-their-industrial-ecosystem/" title="Siemens AG with their  Xcelerator">Siemens AG with their  Xcelerator</a> is the most architecturally advanced of the group. It has moved further than most toward a genuine platform ecosystem. And yet even Xcelerator has not produced the compounding value that Apple&#8217;s ecosystem generates, or the structural lock-in that Salesforce&#8217;s architecture sustains.</p>



<p class="wp-block-paragraph">This is not a failure of investment. It is not a failure of ambition or execution. It is a structural diagnosis.</p>



<p class="wp-block-paragraph">Apple and Salesforce are not successful because they built better products. They are successful because they built architectures — systems where every participant&#8217;s contribution makes every other participant&#8217;s contribution more valuable. The value does not live in any single component.<strong><em> It lives in the structural relationships between components.</em></strong> It compounds because the architecture was designed to compound it.</p>



<p class="wp-block-paragraph">Every major industrial organization built the components. None of them built the architecture that makes the components fuse.</p>



<p class="wp-block-paragraph">The IoT platform that didn&#8217;t become Salesforce didn&#8217;t fail because the technology was wrong. It failed because technology without ecosystem architecture is a component in search of a system. <em>Excellent in isolation. Unable to compound.</em></p>



<p class="wp-block-paragraph"><strong>Flow. Form. Fusion.</strong></p>

<p class="wp-block-paragraph">This is the progression that ecosystem architecture must move through. Not a sequence of projects. A structural development path — and understanding where an organization sits within it explains everything about why their ecosystem is performing the way it is.</p>



<p class="wp-block-paragraph"><strong>Flow is the foundation</strong>. Data moves. Systems connect. Platforms integrate. Partners exchange. Most major organizations have achieved significant Flow — the connections exist, the signals travel, the data is gathered. But Flow without structural design is movement without direction. The system is active. It is not intelligent. It is producing information without producing coordinated action.</p>



<p class="wp-block-paragraph"><strong>Form</strong> <strong>is the structural layer</strong>. This is where the blueprint is drawn — where actors are given defined roles, where capabilities are mapped against value creation potential, where incentives are aligned with system outcomes rather than individual outcomes, and where governance is built to serve the ecosystem rather than control it. Form is where structural design and shared grammar come into existence together. It is where the system stops being a network of relationships and starts being an architecture.</p>



<p class="wp-block-paragraph"><em>Most </em>organizations<em> have fragments of Form.</em> Governance structures. Partner frameworks. Innovation programs. But Form built without ecosystem architecture logic solidifies the wrong things — creating bureaucracy where it should create alignment, locking in bilateral relationships where it should enable multi-actor composition.</p>



<p class="wp-block-paragraph"><strong>Fusion</strong> <strong>is the destination</strong>. This is where individual capabilities stop coexisting and start compounding — where the IoT platform, the digital twin, the partner network, the AI capability, and the customer intelligence stop being parallel assets and become a single intelligent system generating value no single actor could produce alone.</p>



<p class="wp-block-paragraph">Fusion is the Apple moment. The Salesforce moment. The point at which <em>the architecture produces emergent value</em> that was not present in any of the components individually, and that cannot be replicated by any competitor who hasn&#8217;t built the same architectural foundation.</p>



<p class="wp-block-paragraph">Almost no industrial organization has reached true Fusion. Most are somewhere in Flow. Some have partial Form. The gap between where they are and where the architecture could take them is not a technology gap. It is not a strategy gap. It is an architectural gap.</p>



<p class="wp-block-paragraph"><strong>What changes when the architecture is in place.</strong></p>



<p class="wp-block-paragraph">When an organization moves from ecosystem activity to ecosystem architecture — through Flow into Form toward Fusion — three things become structurally different, not just operationally better.</p>



<p class="wp-block-paragraph"><strong>The system becomes legible</strong>. Leaders have a structural view of the ecosystem they are trying to change. The invisible constraint becomes visible. What can be seen can be addressed.</p>



<p class="wp-block-paragraph"><strong>The system becomes composable</strong>. With shared grammar in place, capabilities that were parallel become additive. Initiatives that were isolated become integrated. Partners moving at different speeds begin to move within a shared structural logic. The system can be reconfigured as conditions change without losing the architectural coherence that makes it compound.</p>



<p class="wp-block-paragraph"><strong>The system becomes defensible</strong>. An architecture that has reached Fusion generates structural moats that no individual product or platform can generate. The compounding intelligence, the shared grammar, the aligned incentives, the distributed capability — these become harder to replicate the longer the architecture operates. The advantage is not in any single asset. It is in the system itself.</p>



<p class="wp-block-paragraph"><strong><em>This is what </em></strong>organizations<strong><em> leave on the table when they remain at the aspiration level.</em></strong> Not incremental performance improvement. Not faster execution. Structural advantage that compounds over time and becomes increasingly difficult for any competitor to replicate.</p>



<p class="wp-block-paragraph"><em><strong>The question is no longer whether ecosystem architecture matters.</strong></em></p>



<p class="wp-block-paragraph">The question is whether you build it deliberately — or whether you continue accelerating inside a system that cannot absorb the acceleration, waiting for an architecture that will not emerge on its own.</p>



<p class="wp-block-paragraph"><strong>The architecture exists.</strong></p>

<p class="wp-block-paragraph">Everything described here — the structural design, the shared grammar, the distributed intelligence layer, the progression through Flow into Form toward Fusion, the conditions for legibility, composability, and defensible advantage — has been built into a single coherent architecture.</p>

<p class="wp-block-paragraph"><a href="https://www.linkedin.com/in/keeshoogervorst/" title="Kees Hoogervorst ">Kees Hoogervorst </a>at Altair Media published something this week that deserves to be read carefully by everyone following the European competitiveness debate. His piece — “<a href="https://altairmedia.eu/europe-is-starting-to-think-like-a-system/" title="Europe Is Starting to Think Like a System">Europe Is Starting to Think Like a System</a>” — is one of the more precise and intellectually honest responses to the joint CEO letter that has appeared since it was published across eight national newspapers on 5 May.</p>



<p class="wp-block-paragraph">His central argument is right: the letter from ASML, Airbus, Ericsson, Mistral AI, Nokia, SAP, and Siemens signals something more significant than a lobbying effort. It reflects a genuine shift in how Europe’s most capable industrial actors understand technological power — moving from a sovereignty logic focused on doing everything independently toward what he calls an indispensability logic: mastering the critical control points that the rest of the global technology economy cannot bypass.</p>



<p class="wp-block-paragraph">That framing is sharp and I want to build on it. Because there is a gap between where Hoogervorst’s analysis lands and what the situation actually requires — and naming that gap precisely is the most useful contribution I can make to this conversation.</p>

<p class="wp-block-paragraph">That closing line is the most important thing written about the CEO letter so far. It is also, in a precise and consequential way, incomplete. Because becoming impossible to ignore is not achieved by thinking like a system. It is achieved by being architected as one. And those are not the same thing.</p>



<p class="wp-block-paragraph"><strong>What Thinking Like a System Gets You</strong><br>Hoogervorst is right that something has shifted. Europe is beginning to think in systems rather than sectors. The seven companies, viewed collectively, form — as he observes — a significant portion of Europe’s strategic technology architecture. ASML’s lithography position. SAP’s enterprise data layer. Siemens’ industrial automation depth. Ericsson and Nokia’s connectivity infrastructure. Mistral AI’s sovereign model capability. Airbus’s aerospace and defence systems integration.</p>



<p class="wp-block-paragraph">The cognitive shift from sector thinking to systems thinking is genuinely significant. It changes the questions being asked. It changes the coalitions that form. It changes the political language that becomes available. The CEO letter is evidence of that shift — seven leaders from different sectors arriving at a shared diagnosis and a shared public commitment. But cognitive shifts do not build architecture. And this is where the Altair analysis, for all its precision, reaches a threshold it cannot cross,</p>



<p class="wp-block-paragraph">You can think like a system and still operate bilaterally. You can hold the right strategic frame and still govern by accretion. You can recognise your control points and still leave them as isolated Flow assets rather than connected Fusion architecture. The distance between thinking systemically and being architected as a system is not a mindset gap. It is a structural one.</p>



<p class="wp-block-paragraph"><strong>Control Points Without Connective Architecture Are Not a System</strong><br>The control points concept is Hoogervorst’s most original contribution to this debate and it deserves to be taken seriously. His argument is that Europe does not need to dominate every layer of the digital economy. It needs to master the points that others cannot bypass — the positions that make Europe structurally indispensable rather than merely present.</p>



<p class="wp-block-paragraph">ASML is the clearest example. There is no other company on earth that manufactures the extreme ultraviolet lithography machines required to produce advanced semiconductors. That is a control point in the most precise sense: a structural position that the global technology economy cannot route around. Hoogervorst is right to identify it as the model for how Europe should think about competitive positioning.</p>



<p class="wp-block-paragraph">But here is what the control points concept does not address: a collection of control points is not a system. It is a collection of extraordinary individual assets that happen to be located on the same continent.</p>



<p class="wp-block-paragraph"><strong>ASML’s lithography position is a Flow asset</strong>. It exists. It is world-class. It is irreplaceable within its domain. SAP’s enterprise data architecture is a Flow asset. Siemens’ industrial automation depth is a Flow asset. Each of the seven companies holds Flow assets of sovereign-level significance.</p>



<p class="wp-block-paragraph">What none of them holds — individually or collectively — is the Form layer that connects those assets into compounding ecosystem advantage. The governance architecture. The shared intelligence infrastructure. The trust and data flow mechanisms. The orchestration function that reads across all of those control points simultaneously and generates coherent strategic action from their combined weight.</p>

<p class="wp-block-paragraph">Hoogervorst writes this sentence and it is exactly correct. But his analysis stops at the threshold it opens. Naming the architectural challenge is the beginning of the work, not the conclusion of it. The question that follows — what does the architecture actually require, where precisely is it missing, and what would building it involve — is the one his piece cannot answer.</p>



<p class="wp-block-paragraph"><strong><em>That is not a criticism. It is an invitation to go further.</em></strong></p>



<p class="wp-block-paragraph"><strong>The Three Gaps the Control Points Frame Cannot See</strong><br>Viewed through the IIBE diagnostic lens — <a href="https://thinking4innovators.com/iibe-core-offer/" title="the Intelligent Integrated Business Ecosystem "><strong>the Intelligent Integrated Business Ecosystem </strong></a>framework — the control points concept reveals three structural gaps that systems thinking alone cannot bridge.</p>



<p class="wp-block-paragraph"><strong>Gap 1 — The Form Layer Between the Points</strong><br>Control points generate indispensability within their own domains. ASML is indispensable to semiconductor manufacturing. SAP is indispensable to European enterprise operations. Ericsson and Nokia are indispensable to global connectivity infrastructure. Each of those positions is real and significant.</p>



<p class="wp-block-paragraph">But the compounding, self-reinforcing indispensability that Hoogervorst is pointing toward — the kind that makes Europe impossible to ignore as a system rather than as a collection of individual champions — requires the Form layer between the control points to be built. Form is the stage at which actors stop operating as adjacent strengths and begin organising around shared governance architecture, common standards, interoperable data flows, and mutual accountability. Form is what allows control points to compound into system advantage rather than remaining as isolated, however exceptional, individual asset</p>



<p class="wp-block-paragraph">Europe’s seven signatory companies are all operating at the Flow stage. Extraordinary individual depth. Thin connective architecture between them. The Form layer — the governance, trust, and orchestration infrastructure that would connect their control points into a functioning system — has not been built.</p>



<p class="wp-block-paragraph"><strong>Gap 2 — The Intelligence Architecture That Would Make the System Self-Aware</strong><br>A system that cannot read its own state cannot adapt. This is the most underappreciated gap in the European industrial ecosystem and it is one that the control points frame, by focusing on individual asset positions, cannot surface.</p>



<p class="wp-block-paragraph">Each of the seven companies has sophisticated intelligence about its own domain. ASML reads the semiconductor trajectory with precision. SAP reads enterprise technology adoption with depth. Mistral AI reads the frontier AI development curve in real time. But none of that intelligence feeds a shared ecosystem signal. The system has seven excellent eyes that are each looking in a different direction, with no architecture for combining what they see into a shared view.</p>



<p class="wp-block-paragraph">The result is what the Draghi report represents: a masterpiece of static analysis that had worsened in every dimension by the time it was reviewed. Static intelligence produces static responses. A system that thinks systemically but has no live intelligence architecture is not yet a system in the operational sense. It is a framework waiting for the signal infrastructure that would animate it.</p>



<p class="wp-block-paragraph"><strong>Gap 3 — The Orchestration Function That Would Move the System</strong><br>Hoogervorst observes that what has often been missing is the ability to connect Europe’s strengths into coherent strategic ecosystems. That observation is correct and important. But connection requires more than recognition. It requires an orchestration function — an active capability that shapes the conditions under which control points interact, manages the trust and IP exposure dynamics that currently prevent genuine co-development, and sequences the emergence of ecosystem advantage deliberately rather than hoping it emerges from proximity and goodwill.</p>



<p class="wp-block-paragraph"><br>No actor in the current European ecosystem performs this function at industrial scale. The EU has authority without sufficient industrial intelligence. The seven companies have industrial intelligence without cross-boundary orchestration authority. <strong>The European Innovation Council </strong>has ecosystem design capability without the mandate to operate at sovereign industrial scale.</p>



<p class="wp-block-paragraph">No layer in the current governance stack has both the intelligence and the authority to orchestrate the system that Hoogervorst correctly identifies as Europe’s strategic destination.<br>Thinking like a system generates the right questions. Orchestration infrastructure generates the answers. Europe currently has the former and lacks the latter. We need to go beyond Form and Flow and achieve Fusion</p>

<p class="wp-block-paragraph"><br><strong>‘Impossible to Ignore’ Requires Fusion, Not Just Flow</strong></p>



<p class="wp-block-paragraph">Hoogervorst’s closing line — that Europe is beginning to ask how it can become impossible to ignore — is the most forward-pointing statement in the piece. It points directly, without using the language, toward what <strong>the IIBE framework calls Fusion:</strong> <strong>the stage at which ecosystem actors develop genuine collaborative intelligence, where interactions between participants generate capabilities and structural moats that no single actor could produce alone.</strong></p>



<p class="wp-block-paragraph">The control points Europe holds are Flow assets. ASML’s lithography position. SAP’s enterprise data depth. Siemens’ industrial automation capability. Each extraordinary. Each irreplaceable within its domain. Each generating significant individual competitive advantage.</p>



<p class="wp-block-paragraph">But Fusion-level indispensability — the kind that makes a system impossible to ignore rather than making individual actors difficult to bypass — is generated not by the control points themselves but by what happens between them. The collaborative intelligence that emerges when ASML’s semiconductor trajectory intelligence meets Mistral’s AI development curve meets SAP’s enterprise adoption data meets Siemens’ industrial deployment intelligence. </p>



<p class="wp-block-paragraph"><strong>The structural moats that emerge</strong> when those seven companies build shared infrastructure that no competing region can replicate because the architecture requires the simultaneous presence of all seven capabilities operating in genuine ecosystem connection.<br><br>That is what impossible to ignore looks like at ecosystem scale. And it requires Flow, Form, and Fusion to be sequenced deliberately — not assumed to emerge from the proximity of world-class assets on a shared continent.</p>

<p class="wp-block-paragraph">This is true. And it is the most hopeful observation in the entire post-CEO-letter debate. The cognitive shift is real. The strategic intent is present. The political will, demonstrated by seven leaders co-signing a single text for eight national newspapers, is genuine.</p>



<p class="wp-block-paragraph">What is missing is the architectural instrument that converts systemic thinking into ecosystem structure. The diagnostic that maps precisely where the Form layer needs to be built. The governance design that makes control points compound rather than coexist. The emergence sequence that moves Europe from its current extraordinary concentration of Flow assets toward the Fusion-level competitive advantage that “impossible to ignore” actually describes.</p>



<p class="wp-block-paragraph"><strong>What Comes Next in This Conversation</strong><br>Kees Hoogervorst has made a genuine contribution to this debate by naming the shift from sovereignty to indispensability and introducing the control points frame. That framing will travel. It deserves to.</p>



<p class="wp-block-paragraph">What I want to add — building on his analysis rather than contesting it — is the structural layer beneath it. The IIBE Nine Dimensional Diagnostic Substrate, applied in full to the EU industrial ecosystem, maps the distance between where those seven companies are now and where the control points frame points them toward. It surfaces the specific alignment gaps, governance tensions, and value flow breakdowns that separate systemic thinking from ecosystem architecture. And it identifies the breakthrough points — dimension by dimension — at which the Form layer can begin to be built.</p>



<p class="wp-block-paragraph"><strong>The architectural challenge</strong> </p>



<p class="wp-block-paragraph">Hoogervorst correctly names is real, specific, and addressable. Europe has everything it needs to meet it except the diagnostic instruments that makes the architecture designable and the governance structure that makes it deployable.</p>



<p class="wp-block-paragraph">Europe is starting to think like a system. The next question — the one that determines whether that thinking produces structural change or remains a more sophisticated version of the same recognition without architecture — is whether the organisations that have publicly committed to systems thinking are ready to invest in the ecosystem design that systems architecture actually requires.</p>



<p class="wp-block-paragraph">That investment begins with a diagnostic. Not another report. Not another forum. A structured, architectural diagnostic that maps the specific gaps between the control points Europe holds and the connective architecture that would make them compound.<br>That diagnostic exists. The framework that generates it exists. And the conversation Hoogervorst has opened is exactly the right place to take it forward.</p>

It was forged across two decades of sustained work at the intersection of strategy, technology, and organisational design — diagnosing real ecosystems, resolving real strategic tensions, and building the pattern recognition that only comes from repeated engagement with complex systems at the point where their coherence breaks down.</p>



<p class="wp-block-paragraph">It synthesises and extends across five bodies of thinking:</p>



<p class="wp-block-paragraph">— Platform economics and network theory — extended beyond transaction-based logic to structural ecosystem intelligence</p>

<p class="wp-block-paragraph">This synthesis is not borrowed. No other framework holds these domains in productive tension simultaneously. The IIBE exists because the intersections between them — where the most significant strategic tensions in complex ecosystems actually live — required an architecture that none of them individually could provide.</p>

<h3 class="wp-block-heading"><strong>Why the IIBE Exists</strong></h3>



<p class="wp-block-paragraph">Most ecosystem strategies fail not because organisations lack ambition or resources. They fail because they lack architecture.</p>



<p class="wp-block-paragraph">Organisations pursue platform strategies, partner ecosystems, and digital integration without the structural layer that makes them coherent. Data accumulates without becoming advantage. Partnerships fragment under coordination pressure. Governance debates recur without resolution. Cross-domain opportunities remain perpetually out of reach.</p>



<p class="wp-block-paragraph">This is not execution failure. It is architectural absence. </p>



<p class="wp-block-paragraph">The IIBE addresses a specific and critical gap: the IIBE is the structural architecture that makes ecosystem complexity legible, productive, and strategically decisive.</p>

<p class="wp-block-paragraph">It is a living practice that moves with the ecosystem. Its primary function is not protection of rights and positions — it is the structuring of conditions under which actors with different capabilities, different interests, and different maturity levels can compose their contributions into value that compounds over time.</p>



<p class="wp-block-paragraph"><strong>Dynamic Orchestration</strong></p>



<p class="wp-block-paragraph">Dynamic Orchestration is the professional discipline of designing and maintaining the conditions under which independent actors with different capabilities, interests, and obligations compose their contributions into compounding ecosystem value — without reliance on ownership, hierarchy, or positional authority.</p>



<p class="wp-block-paragraph">It provides a reorientation of how leadership functions in ecosystem environments — from directing people to mobilising a system, from optimising existing resources to amplifying collective and emergent value. In the operating cycle it runs continuously at every stage of ecosystem development.</p>



<h3 class="wp-block-heading"><strong>Why This Moment</strong></h3>

<h3 class="wp-block-heading"><strong>1. The Rupture: The Logic We Inherited No Longer Fits the World We’re In</strong></h3>



<p class="wp-block-paragraph">For decades, organisations have been taught to ask a single question whenever they encounter something promising, unfamiliar, or strategically important:</p>



<p class="wp-block-paragraph"><strong>“How does this scale?”</strong></p>



<p class="wp-block-paragraph">It is a reasonable question.<br>It is also the question that quietly undermines every serious attempt at ecosystem strategy.</p>



<p class="wp-block-paragraph">The problem is not the intent behind the question.<br>The problem is the worldview beneath it.</p>



<p class="wp-block-paragraph">Scale logic was built for a world of <strong>depreciating assets</strong> — a world where machines wore out, software aged, knowledge expired, and relationships were costs to be minimized. A world where value declined through use. A world where growth meant doing more of the same, faster, with greater efficiency.</p>

<h3 class="wp-block-heading"><strong>Ecosystems operate on the opposite logic.</strong></h3>

<p class="wp-block-paragraph">Their most important assets — knowledge, trust, relationships, partner capability, shared intelligence, adaptive capacity — <strong>appreciate through use</strong>. They grow stronger with each cycle. They compound. They become more valuable precisely because they are shared, combined, and recombined.</p>



<p class="wp-block-paragraph"><strong>These two logics cannot be reconciled.</strong></p>



<p class="wp-block-paragraph">This is the rupture point:</p>



<p class="wp-block-paragraph"><strong><em>You cannot build a compounding ecosystem with a depreciation worldview.</em></strong></p>



<p class="wp-block-paragraph">This single contradiction explains why ecosystem strategies stall, underperform, or collapse just as they begin to generate real value. It explains why CFOs struggle to see the return. Why boards hesitate. Why organisations withdraw at the exact moment the compounding curve is about to steepen.</p>



<p class="wp-block-paragraph">Scale is a race.<br>Compounding is a expanding flywheel.<br>One exhausts you.<br>The other accelerates you — opening new value options with every cycle.</p>



<p class="wp-block-paragraph">Once this rupture is seen, the entire landscape shifts.<br>Ecosystems stop being “interesting” or “adjacent.”<br>They become the only architecture aligned with the world organisations now operate in.</p>

<h3 class="wp-block-heading"><strong>The Compounding Logic: The Growth Model Built for Complexity</strong></h3>

<li class="">Combinations multiply.</li>



<li class="">Intelligence accelerates.</li>



<li class="">Adaptive capacity strengthens.</li>
</ul>



<p class="wp-block-paragraph">This is not additive growth.<br>It is <strong>compound growth</strong> — the only growth model that improves with use.</p>



<p class="wp-block-paragraph">The question is no longer:</p>



<p class="wp-block-paragraph"><strong>“How does this scale?”</strong><br>but<br><strong>“How does what we do today make tomorrow’s performance structurally higher?”</strong></p>



<p class="wp-block-paragraph">This is the growth logic that linear models cannot match — and the logic that the IIBE makes reliable rather than accidental.</p>

<li class="">Capability combinations multiply.</li>



<li class="">AI intelligence improves with use.</li>



<li class="">Adaptive capacity strengthens through disruption.</li>
</ul>



<p class="wp-block-paragraph">Standard accounting treats these assets as costs, overhead, or depreciating infrastructure.<br>This produces systematically wrong investment decisions.</p>



<p class="wp-block-paragraph">The appreciating asset framework replaces depreciation logic with appreciation logic — giving CFOs and boards the language they need to evaluate ecosystem investment accurately.</p>



<p class="wp-block-paragraph">This is the investment logic that makes compounding possible.</p>

<h3 class="wp-block-heading"><strong>The IIBE Architecture: The System That Makes Compounding Reliable</strong></h3>

<li class="">Knowledge improves partner selection.</li>



<li class="">Better partners expand capability combinations.</li>

<li class="">AI compresses cycles and amplifies intelligence.</li>
</ul>



<p class="wp-block-paragraph">This is the expanding flywheel.<br>This is the compounding engine.<br>This is the architecture that moves organisations from <strong>static logic to dynamic capability</strong>.</p>



<p class="wp-block-paragraph">We should question the speed machine. Also a scale machine. We need to think of cycle-building machines, building the conditions &#8211; with every cycle &#8211;  that makes the next cycle capable of doing things the current cycle cannot.</p>



<p class="wp-block-paragraph">The IIBE Intelligence Engine is the core of this system — the mechanism that turns ecosystem activity into ecosystem intelligence, and ecosystem intelligence into accelerating advantage.</p>

<p class="wp-block-paragraph">On 5 May, seven European CEOs published an open letter in eight countries simultaneously. It was an act of genuine collective will — and a signal that a threshold of discomfort had been crossed at the highest levels of European industrial leadership.</p>



<p class="wp-block-paragraph">I have spent four posts since then working through what that signal actually means, what it doesn&#8217;t yet say, and what a structurally honest response requires. This fifth post is both the conclusion of that series and the opening of a different conversation.</p>



<p class="wp-block-paragraph">A senior European institutional figure observed publicly last week that the CEO letter is a call to action — and crucially, a call to action also for the signatories themselves. That observation goes to the heart of what this series has been building toward. It deserves to be developed fully.</p>



<p class="wp-block-paragraph">So, this is the concluding post on what is needed in clear response to this open letter. </p>

<p class="wp-block-paragraph"><strong>What four posts established</strong></p>



<p class="wp-block-paragraph"><a href="https://thinking4innovators.com/2026/05/05/europe-doesnt-have-a-coordination-problem/" title="The first post "><strong>The first post </strong></a>named the core diagnostic: Europe doesn&#8217;t have a coordination problem. It has an ecosystem architecture problem. The proposed remedy — a ministerial forum modelled on the Eurogroup — is a predictable result of coordination ambition without architectural change. These so often add to the problem and compound the complexity. Endorsement produces recognition. Architecture produces change.</p>



<p class="wp-block-paragraph"><a href="https://thinking4innovators.com/2026/05/06/the-diagnostic-europe-needs/" title="The second post"><strong>The second post</strong></a> applied the diagnostic precisely. Europe has extraordinary Flow — talent, technology, capital, knowledge moving across boundaries through Horizon programmes, the EIC, cluster initiatives, open innovation practice. Flow is real. Flow is strong. Flow is not the problem.</p>



<p class="wp-block-paragraph">What Europe has not built is Form — the structural layer at which actors don&#8217;t merely transact but organise around shared governance, shared intelligence infrastructure, and designed interdependency. And without Form, Fusion — the stage at which ecosystems generate compounding advantages no single actor could produce alone — it remains permanently out of reach.</p>



<p class="wp-block-paragraph"><a href="https://thinking4innovators.com/2026/05/07/you-named-it-now-own-it/" title="The third post"><strong>The third post</strong></a> named the accountability dimension directly. The letter was a public act. Public acts create public accountability. The question was never whether Europe has a structural problem — the letter confirmed it does. The question is whether the response will be architectural or political. Only an architectural response changes the underlying conditions.</p>



<p class="wp-block-paragraph"><strong><a href="https://thinking4innovators.com/2026/05/10/cause-and-effect-the-ecosystem-architectural-reading-for-europe/" title="The fourth post">The fourth post</a> </strong>traced the causal chain explicitly. Excellent Flow. Fragile, transactional Form. No Fusion. Europe keeps inventing what others scale not because of talent deficits or ambition deficits — but because the structural layer between invention and compounding advantage was never designed.</p>

<p class="wp-block-paragraph"><strong>What the series could not say — until now</strong></p>



<p class="wp-block-paragraph">The diagnostic the four posts developed points toward something the CEO letter itself could not name: <em>the scope problem is not only regulatory.</em> And it is more urgent than the letter&#8217;s framing suggests — because the architecture the seven are not building between themselves is being built right now by others, on others&#8217; terms.</p>



<p class="wp-block-paragraph">Each of the seven signatory companies operates within artificially narrow ecosystem scope — protecting its own IP, its own data architecture, its own market position. The bilateral optimization logic that governs how even the most capable European industrial actors currently relate to one another produces narrower effective ecosystem scope than the regulatory environment alone would require.</p>



<p class="wp-block-paragraph">But here is what the letter&#8217;s outward focus on Brussels obscures: the integration and orchestration layer that sits between these seven companies&#8217; capabilities is not sitting empty waiting for a policy decision. <em>It is being constructed — actively, commercially, at speed</em> — by Nvidia, AWS, Microsoft Azure, Accenture, and countless other providers of technical solutions, American in origin as well as an accelerating set of Chinese platform providers. </p>



<p class="wp-block-paragraph">Every month that the seven do not make the inward architectural turn, if it can ever be shown for its commercial sense, the connective tissue between their capabilities gets built by someone else. On someone else&#8217;s data governance terms. Generating someone else&#8217;s compounding intelligence advantage. Creating dependencies that will be significantly harder to reverse in five years than they are to avoid today.</p>



<p class="wp-block-paragraph"><strong>This is not theoretical. </strong>The Siemens operational reality — Xcelerator running on AWS and Azure, industrial AI dependent on Nvidia compute and Microsoft&#8217;s CoPilot, enterprise deployment scaled through venturing with Accenture, Chinese market partnerships built on Alibaba infrastructure — documents precisely what it looks like when a world-class European industrial company builds its ecosystem architecture outward toward global providers rather than inward toward European structural peers. Those were rational commercial decisions. They are also, cumulatively, the mechanism through which European ecosystem sovereignty is surrendered one integration decision at a time. The Sovereignty &#8220;claim&#8221; is harder by the day to substantiate.</p>



<p class="wp-block-paragraph"><strong>Consider what genuine inward architecture would look like</strong> — not as a political programme, but as an ecosystem design decision available today to the seven signatories without waiting for Brussels: Siemens&#8217; industrial intelligence meeting Mistral&#8217;s sovereign model architecture, integrated into SAP&#8217;s enterprise data layer, deployed across Airbus&#8217;s supply chain complexity, distributed through Ericsson and Nokia&#8217;s connectivity infrastructure, on ASML-enabled hardware. Is that realistic?</p>



<p class="wp-block-paragraph">Those capabilities do exist in emerging form. They exist on European soil. They exist within the seven organisations that signed the letter. Europe has multiple ideas that are forced to go elsewhere or fail from a lack of commercial scaling. Many of today&#8217;s incumbents &#8220;starve&#8221; these different initiatives due to fear of their own model being attack. That fear does not worry the US or Chinese business.  Most of these seven organizations are under sustained attack today. The connective architecture between them does not yet exist — and the longer it doesn&#8217;t, the more completely it gets built by the global providers whose platforms these seven companies are individually and rationally choosing. Europe is fragmented but needs finding the right &#8220;uniting&#8221; frameworks.</p>



<p class="wp-block-paragraph"><strong>The most consequential ask the letter from the Seven CEO&#8217;s could not make is that the signatories direct some of their coordination energy inward — toward building the ecosystem architecture between themselves — rather than only outward toward policymakers.</strong> <strong><em>That was disappointing</em></strong>. <strong>If the crisis is real, <em>and I believe it really is</em>, then the solutions have to be bold and willing to be supported immediately.</strong> <strong>No, waiting time is not on their side</strong>.</p>



<p class="wp-block-paragraph"><strong>This leads directly to a concrete proposal</strong>. What if one of the immediate outcomes of the CEO letter — before the forum is designed, before the ministerial body is constituted — was a structured collective diagnostic? A defined project in which several of the seven signatories, jointly, commission a rigorous ecosystem architecture evaluation: mapping their individual positions in the emergence sequence, identifying the specific Form-level gaps between them, assessing their collective exposure to global provider displacement, and producing a shared understanding of what building the connective layer would require and — <em>critically</em> — what it would produce in terms of compounding competitive advantage that no bilateral deal between any two of them could generate.</p>



<p class="wp-block-paragraph">This is not a research programme. It is not a political process. It is a commercial decision — the kind that moves at commercial speed, produces findings grounded in industrial reality, and generates the structural proposals that the EU institutional conversation desperately needs but currently cannot produce because it lacks the industrial diagnostic foundation.</p>



<p class="wp-block-paragraph">Seven companies publicly stated that policies must be grounded in industrial reality. A joint diagnostic commissioned by those companies would be the most credible possible foundation for the structural proposals that follow. It would also be the first genuine inward turn — the moment the coalition stops broadcasting to Brussels and starts building the architecture between itself. A pivotal moment of demonstrating a &#8220;collective Europe&#8221; coming into play.</p>

<p class="wp-block-paragraph"><strong>What the architectural response actually requires</strong></p>



<p class="wp-block-paragraph">Five principles define the bridge from Flow to Fusion, discussed in my past posts — derived not from theory but from the structural realities of European industrial practice, from what the partial cases that do exist actually demonstrate.</p>



<p class="wp-block-paragraph">Structural interdependency must be chosen, not avoided. The actors who design for it first will capture the positions from which compounding advantage grows. Those who wait will find those positions occupied — by each other&#8217;s bilateral deals, or by global platform providers whose integration logic serves their own compounding advantage, not Europe&#8217;s. First-mover advantage is very much needed in today&#8217;s world, it so often defines future shape.</p>



<p class="wp-block-paragraph">Governance must be distributed with designed handover — not neutral bureaucracy throughout, but clear orchestration remit at each stage with transparent conditions for transition to the next. What must remain neutral is the design of the overall architecture. What can and should be distributed is primary orchestration at each stage to actors with genuine skin in the game.</p>



<p class="wp-block-paragraph">Intelligence must become shared infrastructure, not proprietary asset. This does not require surrendering competitive data. It requires designing the layer at which aggregated signals can be read by the network as a whole — and designing governance before technical architecture, or the data sovereignty conflicts that have stalled every previous European data initiative will recur precisely when momentum and outcome need is highest.</p>



<p class="wp-block-paragraph">Europe&#8217;s regulatory architecture — experienced by individual actors as friction — is, at ecosystem scale, a trust infrastructure. GDPR, competition law, the Digital Markets Act create the conditions under which structural interdependency between competing actors is possible without any one actor capturing the shared layer. They are not obstacles. They are the governance foundation of the design, if treated as parameters rather than compliance burdens. This reframe alone changes the character of the Brussels conversation fundamentally.</p>



<p class="wp-block-paragraph">Emergence must be designed, not hoped for. ASML did not accidentally become indispensable to global semiconductor manufacturing. That position was the consequence of designed interdependencies, sequenced capability development, and the intentional creation of complementarities that made the system more valuable to every participant as it grew. ASML build a moat, that is today coming under threat. That design logic — applied at European industrial scale — is what Fusion-stage architecture requires. It is not complicated. <em>It is unfamiliar</em>. The design discipline exists.</p>

<p class="wp-block-paragraph"><strong>The institutional moment</strong></p>



<p class="wp-block-paragraph">The CEO letter landed in an institutional environment that is genuinely more ready than it has been at any point in the past decade — not because the problems are new, but because the convergence of Draghi&#8217;s diagnosis, Letta&#8217;s single market analysis, the Commission&#8217;s competitiveness agenda, the Digital Decade implementation gap, and the capital markets union incompleteness has created a rare moment of institutional openness to structural rather than incremental response.</p>



<p class="wp-block-paragraph">The European Commission&#8217;s competitiveness architecture is actively looking for responses that go beyond the policy instruments it already has. The gap between what the Draghi report recommended and what has actually changed in the eighteen months since publication is visible and politically uncomfortable. The institutional appetite for an architectural answer — one that bridges the Brussels-business gap rather than widening it — is real.</p>



<p class="wp-block-paragraph">What is missing is not more analysis of the problem. Both the Draghi report and the CEO letter have produced analysis in abundance. What is missing is the structural diagnostic instrument that translates that analysis into a precise, deployable intervention architecture — one that maps the specific Form-level gaps, governance tensions, and breakthrough points across the EU industrial ecosystem with enough granularity to generate action rather than further description.</p>



<p class="wp-block-paragraph">That instrument exists. It can be applied to individual companies and to collective issues like this one. It is ready to be applied at the scale the institutional moment requires. The question is whether the institutional appetite for genuine architectural response is matched by the willingness to commission something that produces findings rather than endorsements — that names the specific gaps rather than describing the general problem — and that generates proposals grounded in industrial reality rather than political possibility. It needs that bold decision.</p>



<p class="wp-block-paragraph">The window is genuinely open. It will not remain open indefinitely as working collectively is a global problem needing real solutions. The forum debate will consume oxygen. The next Commission priority will redirect attention. The moment in which an architectural response could shape the institutional conversation — rather than arriving after it has already closed around a coordination solution — is now.</p>

<p class="wp-block-paragraph"><strong>The opening this post represents</strong></p>



<p class="wp-block-paragraph">This series began with the CEO letter as a signal. It ends with a structural response to that signal — and a direct invitation to those in the industrial, institutional, and policy space who recognise the diagnosis to engage with what building the missing layer actually requires.</p>



<p class="wp-block-paragraph">The IIBE — <strong>the Intelligent Integrated Business Ecosystem framework </strong>— is the diagnostic and design instrument that converts the letter&#8217;s alarm into an architectural response. Applied to the seven signatory companies and their surrounding institutional architecture, it produces a significant map of the specific Form-level gaps, governance tensions, and breakthrough points — and a deployable intervention architecture for closing them.</p>



<p class="wp-block-paragraph">The seven CEO&#8217;s wrote a letter. A senior European institutional voice confirmed it is a call to action also for themselves. Four posts have named the cause beneath the symptoms. <em><strong>This post has named the concrete next move.</strong></em></p>



<p class="wp-block-paragraph"><strong>What comes next is not a forum. It is a framework. And the framework is ready.</strong></p>

<p class="wp-block-paragraph">This week, seven of Europe’s most significant technology CEOs did something genuinely rare.</p>



<p class="wp-block-paragraph">Christophe Fouquet, Guillaume Faury, Börje Ekholm, Arthur Mensch, Justin Hotard, Christian Klein, and Roland Busch agreed on a single text, signed it together, and pushed it into national newspapers across eight countries. These CEO&#8217;s represent ASML, Airbus, Ericsson, Mistral AI, Nokia, SAP, and Siemens.</p>



<p class="wp-block-paragraph"><strong>€417 billion in revenues.</strong></p>



<p class="wp-block-paragraph"><strong>€1.1 trillion in market capitalisation.</strong></p>



<p class="wp-block-paragraph"><strong>957,000 high-tech jobs.</strong></p>



<p class="wp-block-paragraph"><strong>€40 billion in annual R&amp;D.</strong></p>



<p class="wp-block-paragraph"><strong>213,000 patents.</strong></p>



<p class="wp-block-paragraph">That is not a symbolic gesture. T<strong>hat is sovereign-scale industrial weight applied to a public argument.</strong></p>



<p class="wp-block-paragraph">And the argument is correct: Europe keeps inventing what others end up scaling. Fragmented markets. Overlapping rules. A regulatory reflex that governs rather than builds. A capital union still on paper.</p>



<p class="wp-block-paragraph">I respect the letter. I respect what it took to produce it.</p>



<p class="wp-block-paragraph">But I want to say something directly to those seven leaders — and to every CEO of a large European company reading this:</p>



<p class="wp-block-paragraph"><strong><em>You named it. That means you now own it.</em></strong></p>

<h3 class="wp-block-heading"><strong>Naming is not enough.</strong></h3>



<p class="wp-block-paragraph">The Draghi report named it in 2024. The Letta report named it in 2024. The European Commission named it. Member state governments named it. And in September 2025, Draghi himself confirmed that every single challenge he had identified had worsened since publication.</p>



<p class="wp-block-paragraph">Naming without providing suggested solutions, in this case a missing architecture produces exactly that result. Recognition without structural change.</p>



<p class="wp-block-paragraph">The letter calls for a dedicated forum. A ministerial body. A place where business and political leaders can continuously align.</p>



<p class="wp-block-paragraph">A forum is where you talk about the problem. What you need is a framework for owning it and that needs a radical shift in individual CEO&#8217;s mindsets into a collaborative one where Ecosystem thinking replaces the single organization design</p>



<h3 class="wp-block-heading"><strong>Here is what is missing — and it applies to every large company in Europe, not just these seven who are challenging the existing conditions, rightly so.</strong></h3>



<p class="wp-block-paragraph">When those seven CEOs look at each other across a room, what they see is seven extraordinary organisations. World-class capabilities. Irreplaceable IP. Deep domain intelligence. Sovereign-level technology assets.</p>



<p class="wp-block-paragraph">What they do not yet have — and what no large European industrial company currently has — is a shared architectural framework that connects those capabilities into compounding ecosystem advantage rather than leaving them as adjacent strengths that occasionally intersect through bilateral deals.</p>



<p class="wp-block-paragraph">That is the gap. Not the regulatory environment. Not the capital markets. Not the political will.</p>

<p class="wp-block-paragraph"><strong><em>The gap is the absence of an ecosystem design framework that converts individual capability into structural, scalable, collective momentum.</em></strong></p>

<p class="wp-block-paragraph">This is the shift from open innovation thinking — which Europe has mastered — to genuine ecosystem architecture, which Europe has not yet built for accelerating and maturing innovation.</p>



<p class="wp-block-paragraph">Open innovation moves knowledge across boundaries. Ecosystem architecture builds the structural conditions under which that knowledge compounds, scales, and generates advantages that no single actor could produce alone and exchange this knowledge across boundaries in collaborative environments (closed more than open).</p>



<p class="wp-block-paragraph">Open innovation works well for start-ups, for regional cluster hubs, for establishing innovation inside companies to begin collaboration or to introduce the principles, tools and methodologies needed. What it does <strong><em>not</em></strong> do a good job at is for innovations that are complex in solutions that need maturing across organizations, it was not conceived for that.</p>



<p class="wp-block-paragraph">The seven companies that signed that letter are operating at the open innovation frontier. None of them — individually or collectively — has yet made the architectural move into ecosystem design at European industrial scale. </p>



<h3 class="wp-block-heading"><strong>What ecosystem design thinking would change — immediately.</strong></h3>



<p class="wp-block-paragraph">If those seven CEOs walked into their next meeting — whether with each other, with the broader industrial forum they are proposing, or with EU institutions — with an ecosystem design framework in hand, four things would change.</p>



<p class="wp-block-paragraph"><strong>Speed.</strong></p>



<p class="wp-block-paragraph">The cycle compression problem is not fundamentally regulatory. It is architectural. An ecosystem design framework identifies exactly where decision-cycle time collapses in the governance stack and what structural intervention would compress it — without requiring authoritarian coordination or pre-market permissiveness.</p>



<p class="wp-block-paragraph"><strong>Scope.</strong></p>



<p class="wp-block-paragraph">The regulatory scope constraint is real. But the bilateral scope constraint — the one these seven companies impose on themselves through bilateral optimisation logic — is equally real and entirely within their own power to change. An ecosystem framework maps the scope that is currently locked inside individual actor boundaries and shows what shared architecture would release it.</p>



<p class="wp-block-paragraph"><strong>Scale.</strong></p>



<p class="wp-block-paragraph">Scale is not the problem. Scale is the output of Speed, Scope, and Structural architecture functioning together. Every intervention that targets Scale without addressing its causal foundations will produce the same result: ambition that fragments at velocity rather than compounds toward competitive advantage.</p>



<p class="wp-block-paragraph"><strong>Structure.</strong></p>



<p class="wp-block-paragraph">The structural intervention Europe needs is not another forum. It is an orchestration function — connecting intelligence to governance to action across the emergence sequence — that no layer in the current governance stack performs. An ecosystem design framework makes that function visible, designable, and deployable.</p>



<h3 class="wp-block-heading"><strong>The proposal possibly hiding inside the letter.</strong></h3>



<p class="wp-block-paragraph">Buried in the letter is a phrase that most readers passed over:</p>



<p class="wp-block-paragraph"><strong><em>“We are the nucleus of the powerful ecosystems that form the foundation of Europe’s technological sovereignty.”</em></strong></p>



<p class="wp-block-paragraph">That sentence is an ecosystem architecture claim. It is the most important thing in the letter. And it is entirely unsubstantiated by the structural design of what the letter proposes.</p>



<p class="wp-block-paragraph">Nuclei without connective architecture are not an ecosystem. They are a collection of centres of gravity with no orbital structure between them.</p>



<p class="wp-block-paragraph">The IIBE — <strong>the Intelligent Integrated Business Ecosystem framework </strong>— is the architectural instrument that converts that claim into a structural reality. It provides the diagnostic language, the design methodology, and the emergence sequence that transforms “we are the nucleus” from an assertion into a functioning platform.</p>



<p class="wp-block-paragraph">Applied to the seven signatory companies and their surrounding industrial and institutional architecture, it produces a precise map of the alignment gaps, governance tensions, and value flow breakdowns that the letter names in aggregate — and a specific intervention architecture for closing them.</p>



<h3 class="wp-block-heading">To the seven CEOs — and to every large-company leader in Europe reading this.</h3>



<p class="wp-block-paragraph">You have already done the hardest thing. You named the problem publicly, with your names attached, in eight countries simultaneously.</p>



<h3 class="wp-block-heading"><strong>The next step is not a forum. It is a framework.</strong></h3>

<p class="wp-block-paragraph">Take the ecosystem design thinking approach into your next meeting. Make the diagnostic conversation — what are the specific architectural gaps between us, how do we map them, what does a shared emergence platform look like — the central debate rather than a side discussion. Walk into the EU institutional conversation not with a request for a forum but with a structural proposal built on a diagnostic that shows precisely where the architecture needs to change and what building it would produce.</p>



<p class="wp-block-paragraph"><strong><em>That proposal exists. The framework that generates it exists.</em></strong></p>



<p class="wp-block-paragraph">The question is whether the organisations with the weight to act on it choose to own the solution with the same conviction they brought to naming the problem.</p>



<p class="wp-block-paragraph"><strong><em>The letter is evidence of the will. The IIBE is the architecture of the way.</em></strong></p>

<p class="wp-block-paragraph">In the <a href="https://thinking4innovators.com/2026/05/05/europe-doesnt-have-a-coordination-problem/" title=" first piece">first piece</a>, provide yesterday, in response to the open letter from Seven CEO&#8217;s of some of Europe&#8217;s largest companies, I argued that Europe&#8217;s competitiveness crisis is not a coordination failure but an ecosystem architecture failure — and that the seven CEOs who co-signed this week&#8217;s open letter are calling for a forum when what Europe needs is a fundamentally different structural design.</p>



<p class="wp-block-paragraph"><strong>This piece goes further</strong>. It applies the IIBE diagnostic framework &#8211; <strong><em>the Intelligent Integrated Business Ecosystem</em></strong>&#8211; directly to the situation those seven companies inhabit — and makes the case that the architecture gap is not only a political problem. It is partly a problem that sits within the organisations calling loudest for change. There is a time to equally look in on themselves and think in different ways.</p>



<p class="wp-block-paragraph">That is not a criticism. It is where the most actionable opportunity lies.</p>

<h3 class="wp-block-heading"><strong>The IIBE Construct 3 Lens: Where Europe Actually Sits</strong></h3>



<p class="wp-block-paragraph">The Intelligent Integrated Business Ecosystem framework is built around a progression that moves through five interdependent layers within its third construct: Strategic Emergence, where the Proving Ground, Visible Impact, Refinement, Partner Coherence, Orchestration and Acceleration leads towards toward scale and Strategic Moats. .</p>



<p class="wp-block-paragraph">The framework has three constructs; the Diagnostic Structural foundations, then the application of the Intelligence Engine- yesterdays Flow- Form- Fusion lies here, and the third stage of Strategic Emergence. This third stage is the primary focus of this article</p>



<p class="wp-block-paragraph"><strong>This sequence is not aspirational. It is architectural</strong>. Each layer creates the structural conditions the next requires. Skip a layer — or attempt to accelerate past it through political will alone — and the system defaults back to its previous state. Which is precisely what Europe keeps doing.</p>



<p class="wp-block-paragraph">Mapping the seven CEO companies against this sequence produces a diagnostic that no political forum has yet articulated, because no political forum has the structural lens to see it.</p>



<h3 class="wp-block-heading"><strong>Layer 1 — Strategic Emergence — </strong><strong>The Conditions Are Present But Unconnected</strong></h3>



<p class="wp-block-paragraph">Strategic Emergence is the layer at which an ecosystem&#8217;s latent capability begins to organise into directional momentum. It requires three things to be simultaneously present: a shared strategic signal, an intelligence architecture capable of reading and distributing it, and enough inter-actor trust to act on it collectively rather than competitively.</p>



<p class="wp-block-paragraph">ASML, Airbus, Ericsson, Mistral AI, Nokia, SAP, and Siemens each have the capability to generate strategic emergence within their own domains. ASML&#8217;s position in semiconductor lithography is structurally irreplaceable. SAP&#8217;s enterprise data architecture touches the operational core of European industry. Siemens operates across industrial automation and energy infrastructure at a scale no other European actor matches. Mistral AI is building frontier model capability at sovereign level.</p>



<p class="wp-block-paragraph">What none of them have — individually or collectively — is a <strong>shared intelligence architecture</strong> that reads across those domains simultaneously and surfaces the compounding signal rather than the individual company signal. Each produces its own strategic intelligence. None of that intelligence is feeding a shared emergence layer.</p>



<p class="wp-block-paragraph"><strong><em>The open letter is the first moment of collective signal in years. That it required a set of European newspapers to achieve what an ecosystem intelligence architecture would do routinely is itself the diagnostic finding at Layer 1: Strategic Emergence is structurally available but architecturally unconnected.</em></strong></p>



<h3 class="wp-block-heading"><strong>Layer 2 — The Proving Ground — </strong><strong>Where the Real Test Lives</strong></h3>



<p class="wp-block-paragraph">The Proving Ground is the IIBE&#8217;s most demanding layer. It is where the architecture either consolidates or collapses — the stage at which shared capabilities are tested against real conditions, where trust between actors moves from declared to demonstrated, and where the ecosystem begins generating outputs that no single participant could have produced alone.</p>



<p class="wp-block-paragraph"><strong>Europe has never built a Proving Ground at industrial scale</strong>. What it has built instead are bilateral partnerships, national champions, and sector-specific consortia that optimise within their own boundaries rather than across them.</p>



<p class="wp-block-paragraph"><strong>Consider what a genuine Proving Ground between these seven companies would look like. </strong>Siemens&#8217; industrial AI capability meeting Mistral&#8217;s sovereign model architecture, running on ASML-enabled semiconductor hardware, integrated into SAP&#8217;s enterprise data layer, deployed across Airbus&#8217;s supply chain complexity, distributed through Ericsson and Nokia&#8217;s connectivity infrastructure. That is not a fantasy. Those capabilities exist today, in those seven organisations, on European soil.</p>



<p class="wp-block-paragraph">What does not exist is the governance architecture, the shared data trust framework, the IP co-creation mechanism, or the orchestration function that would allow those capabilities to meet in a Proving Ground rather than remain as adjacent strengths that occasionally intersect through bilateral commercial agreements.</p>



<p class="wp-block-paragraph"><strong><em>The Proving Ground gap is not a capability gap. It is a structural gap — and it is one these seven companies have the combined weight to close, if they choose to direct their coordination energy inward rather than only outward toward policymakers.</em></strong></p>



<h3 class="wp-block-heading"><strong>Layer 3 — Visible Impact — </strong><strong>The Intelligence Engine as Europe&#8217;s Underused Strength</strong></h3>



<p class="wp-block-paragraph">This is where the IIBE diagnostic offers its most important reframe for Europe specifically.</p>



<p class="wp-block-paragraph">The IIBE Intelligence Engine is not a data repository or a reporting mechanism. It is the active architecture through which an ecosystem reads its own signals, identifies where capability is compounding and where it is dissipating, and feeds that intelligence back into governance and strategic decision-making in real time.</p>



<p class="wp-block-paragraph">Europe&#8217;s single greatest underused asset — across all seven of these companies and the broader industrial base — is precisely this: an extraordinary depth of domain intelligence that is currently siloed, nationally fragmented, and institutionally isolated from the governance processes that most need it.</p>



<p class="wp-block-paragraph">The Draghi report took years to produce and by his own account had worsened every condition it diagnosed by the time it was reviewed. That is not a failure of analysis. It is a failure of intelligence architecture. <strong>A living Intelligence Engine operating across Europe&#8217;s industrial ecosystem</strong> would not produce a static 400-page report. It would produce a continuously updated signal — visible impact made legible, in real time, to the actors with the capability to respond.</p>



<p class="wp-block-paragraph"><strong><em>The seven CEOs have the combined data infrastructure, AI capability, and domain intelligence to build this. The Intelligence Engine Europe needs is not a political instrument. It is an industrial one — and the organisations to build it signed a newspaper this week.</em></strong></p>



<h3 class="wp-block-heading"><strong>Layer 4 — Refinement — </strong><strong>Why the Emergence Sequence Cannot Be Shortcut</strong></h3>



<p class="wp-block-paragraph">The IIBE framework is explicit that refinement is not an editorial stage. <strong>It is a structural one</strong>. It is the layer at which the ecosystem learns from what the Proving Ground produced, adjusts its architecture, and consolidates the governance and trust structures that acceleration will require.</p>



<p class="wp-block-paragraph">Europe&#8217;s persistent failure at this layer is well-documented, even if it has never been named as such. The Single Market, the Capital Markets Union, the European Defence Fund, the IPCEI consortia — each represents an attempt to reach acceleration without completing refinement. Political momentum creates the initiative. Fragmentation, jurisdictional competition, and bilateral interest re-assert themselves during implementation. The architecture that refinement was supposed to consolidate never fully forms. The next initiative begins from a lower baseline than the last.</p>



<p class="wp-block-paragraph"><strong><em>Without a deliberate refinement architecture — mechanisms for the ecosystem to learn from what it builds, adjust its governance, and consolidate its trust structures — every Proving Ground attempt will produce insight that dissipates rather than compounds.</em></strong></p>



<h3 class="wp-block-heading"><strong>Layer 5 — Acceleration Toward Scale — The Stage Europe Keeps Trying to Begin at</strong>.</h3>



<p class="wp-block-paragraph">The political instinct — in Brussels, in member state capitals, and in the collective ambition behind the CEO letter — is to reach for scale. More investment. Bigger programmes. A Tech Group. A unified voice. Acceleration.</p>



<p class="wp-block-paragraph">But acceleration is Layer 5. It is the output of a completed emergence sequence, not a substitute for it. When acceleration is attempted before Strategic Emergence, the Proving Ground, Visible Impact, and Refinement have structurally consolidated, the system does not scale. It fragments at higher velocity.</p>



<p class="wp-block-paragraph">This is not a pessimistic finding. It is a precise one. It means that <strong>the path to the scale Europe genuinely needs is shorter than it appears </strong>— not because the gaps are small, but because the gaps are specific. They are architectural, not capability-based. And architectural gaps, once named correctly, can be addressed with architectural interventions rather than political ones.</p>



<h3 class="wp-block-heading"><strong>What a Genuine Form-Level Intervention Would Look Like</strong></h3>



<p class="wp-block-paragraph">Concretely, a Form-level intervention — one that addresses the actual structural gaps rather than the symptoms — has three non-negotiable components that no forum, however well-intentioned, can substitute for.</p>



<p class="wp-block-paragraph"><strong>The first is a shared intelligence architecture</strong> that operates across the seven companies and the broader European industrial base — not as a data-sharing agreement but as a live system that continuously surfaces where capability is compounding, where trust is consolidating, and where the emergence sequence is stalling.</p>



<p class="wp-block-paragraph"><strong>The second is a Proving Ground governance structure</strong> — a co-design mechanism with explicit IP frameworks, shared risk architecture, and orchestration capability that allows European industrial actors to build things together that none of them can build alone. Not a consortium. Not a bilateral. An ecosystem governance layer with teeth.</p>



<p class="wp-block-paragraph"><strong>The third is a Living Bridge function</strong> — an orchestration capability that connects the Intelligence Engine output to the governance decisions of both industrial actors and policymakers, in real time, with the credibility and structural authority that neither a consultant nor a committee currently holds. This is building the skills for interpretive  judgment often under ambiguity, through lived experience, building, diagnosing, and evolving real ecosystems. Each of the seven CEO&#8217;s will recognize these needs but have not adapted their thinking on governance to make it more dynamic and responsive.</p>



<p class="wp-block-paragraph">These three components are deployable. They do not require a new treaty. They do not require a ministerial forum to be created first. They require the organisations with the combined capability, data depth, and strategic weight to decide that the architecture gap is their problem to solve — not only the problem they are petitioning others to solve.</p>



<h3 class="wp-block-heading"><strong>The Diagnostic Question That Changes Everything</strong></h3>



<p class="wp-block-paragraph">The seven CEOs described Europe&#8217;s situation as &#8220;a crisis largely of our own making — and therefore one we can overcome.&#8221;</p>



<p class="wp-block-paragraph">The IIBE diagnostic agrees. But it adds a precision that the letter itself could not: the making is not only in Brussels. It is in the <strong>bilateral optimisation logic</strong> that governs how even the most capable European industrial actors currently relate to one another.</p>



<p class="wp-block-paragraph"><strong><em>The diagnostic question is not &#8216;what should policymakers do?&#8217; It is: at which layer of the emergence sequence is your organisation&#8217;s ecosystem architecture currently stalled — and what would it take to move it forward?</em></strong></p>



<p class="wp-block-paragraph">That question has a structural answer. And that answer is the beginning of a different kind of intervention.</p>
