					<description><![CDATA[Very interesting. In terms of public services, it&#039;s easy to see teh cause and effect of this. They work to the financial year (short term) and need to justify any investment of tax payers money on that basis. You&#039;re right about effective planning to mitigate the potential short-termism of this. Having worked with local government on mid-term financial planning, it&#039;s obvious that when you see organisations doing it well that it provides scope for organisations to react differently to what are sometimes perceived financial constraints.

We should make the case that different types of innovation operate and evolve over different time horizons and need thinking through differently.  We have three emerging horizons that need different treatment for innovation.  1. Those innovations meeting given goals that support today&#8217;s business&#8211; these should be within specified period covered by a yearly plan and cover mostly incremental innovation. They provide the source of energy to feed the future, they form our present core but are more than likely already in some form of decline, however you prop them up.  2. Objectives that are more disruptive in nature &#8211;&#160; [&#8230;]]]></description>
